Job Description :

The Grants and Contracts Manager will report to the Operations Manager and work closely with technical staff. S/he will manage the day-to-day operations of RIDE’s grant program and procurement activities. The Grants and Contracts Manager will oversee the full grant lifecycle from development to implementation to ensure alignment with RIDE’s objectives and compliance with internal, USAID, and US Government regulations. Additionally, they will lead all aspects of RIDE’s procurements, including the development and evaluation of Request for Proposals (RFPs), Request for Quotations (RFQ), and Blanket Purchase Agreements (BPA) development and implementation, ensuring compliance with internal and external regulations.

The duty station for this position is Bangkok, Thailand with expected travel throughout Southeast Asia and other countries in the Asia Pacific upon request.

Responsibilities:

Grant and Procurement Management:
o Oversee the full lifecycle of RIDE’s grants and procurements, including development, implementation, and closeout.
o Ensure all grant and procurement activities comply with USAID and internal directives, regulations, policies, and procedures, including reporting, audits, and financial statements.

Collaboration and Opportunity Identification:
o Collaborate with RIDE’s Component Leads to identify grant and procurement opportunities that align with RIDE’s objectives.

Solicitation and Evaluation:
o Draft and manage grants and procurement solicitations/notice of funding opportunities using various mechanisms, such as Annual Program Statements (APS), Request for Applications (RFAs), RFPs, and RFQs, in collaboration with HQ, the Digital Forward Grants and Contracts Manager, and RIDE communications teams.
o Oversee grants and procurement evaluations and awards, including developing score sheets, managing grantee evaluations, and drafting or improving grant agreements and budgets.

Grant Application Support:
o Work with potential grantees to refine grant applications, aligning concepts with RIDE’s objectives and reviewing budgets to ensure costs are allowable and reasonable.

Tracking and Financial Management:
o Build and maintain a comprehensive tracking system or database for the grant and procurement lifecycle, including financial tracking of expenditures and projections and identifying grant stages.

Communication and Relationship Building:
o Maintain regular communication and build productive relationships with RIDE’s technical staff and partner organizations.

Reporting and Documentation:
o Contribute to or draft sections of periodic deliverables and reports, such as quarterly reports, annual work plans, and weekly USAID updates.

Additional Duties:
o Perform other tasks as assigned by the Project Director or Operations Manager

Qualifications :

· At least seven (7) years’ relevant work experience on donor funded projects including in grants, procurement, and subcontracts.
· A bachelor’s degree in Purchasing and Supply, Economics, Political Science, Business Administration, Accounting, Finance, or related topics.
· At least 2 years of experience working with private sector and/or non-governmental organizations managing grants implemented in developing countries.
· Must have proven experience in customer service and client relations; creation and management of sub-awards and grants; and relationship management.
· Must be experienced with working on awards that support digital development.
· Demonstrated experience developing, managing, and implementing successful grant activities and procurements; USAID grants and procurements is preferred.
· Strong knowledge of US Government Federal Acquisition Regulations, 2 CFR 200, 2 CFR 700 and USAIDs Automated Directives System (ADS) 300 series as they relate to implementing grants, procurements, subcontracts.
· Demonstrated ability to build the capacity of grantees and project staff for grants and procurement management, evaluation, and implementation.
· Demonstrated superior performance in a deadline-driven environment.
· Strong organizational skills and excellent communication, interpersonal, and teamwork skills.
· Excellent proficiency in MS Office (Word, Excel, Outlook, PowerPoint).
· Legally authorized to work in Thailand without the need for sponsorship.
· Full professional fluency in both Thai and English, including excellent writing capabilities in English.

Preferred Qualifications

· Experience implementing regional donor-funded programs.
· Background in digital economy and digital innovation initiatives.
· Experience conducting business in different countries, especially throughout ASEAN.
